Demeanor: Quiet, aloof. Soft spoken and generally kind.

Nature: Tenacious and incredibly goal oriented. Idealistic and tends to need another voice of reason when making hard decisions.

Description: 5'10, black hair, shaved sides, brown eyes. Soft smiles and not incredibly expressive otherwise. Eyewear tends to switch between Aviators and black half-frame reading glasses. When working, wears a blue jacket over a white button-up with a black tie and slacks. Outdoors, he'd wear a JC Higgins hunting jacket, olive drab shirt, jeans, and Iron Rangers boots. Casually, he'd be in a brown bomber jacket, white shirt, and jeans.

  • Riot Control: 2. Melee/Resilience Ryoji is an expert in striking from kobudo, as well as being trained against big crowds from his time on the force. (+2 to Melee if he's outnumbered, +1 to Melee, +1 to Resilience if he's outnumbered with anything that can count as a makeshift shield in one hand.)
  • Third Gun's the Charm: 2. Ranged Damage .357 MAG will drill most people a hole most people would find a hindrance in the pursuit of continued life. Ryoji carries three revolvers, two filled with .38 Special, and one with the Big Boy ammo. He saves his MR-73 for dire circumstances. (1d4+2 damage for 3 rolls against human targets. If the GM permits, he can run across more ammo.)
  • You're In Trouble: 2. Intimidate In a controlled environment, Ryoji can pull multiple stunts to coerce people into spilling what they know. (When at the Site or any non-hostile environment where the PCs are safe, Ryoji will create an act. +2 to Bluff to make up a stunt/scenario, and the Opposer will have to roll Perception against it to see if it fails or not. If they fail, then Ryoji has a +2 to Intimidate the Opposer.)
  • I'm Not A Cop: 2. Bluff Ryoji worked undercover for a few years before becoming a detective. He knows how to posture in the underworld. (+2 to Bluff when masquerading as a criminal.)

Personal History:

Sugiwara started life at March 25th, 1956, in Los Angeles, California, the first in a family of five (mom and pop included) and the only to enlist right before the War in Vietnam ended, four days after his birthday. He stayed in the Army for his ADSO of six years, making E5 (Sgt.) in four and E6 (Staff Sgt.) in six as a brighter-than-normal infantryman, seeing a single deployment to Japan before shipping back home.

He rented an apartment close to home and soon applied again to the public service sector as an officer. A career-minded young man, he soon found himself bumped to Narcotics and went undercover, closed a few cases with Yakuza, and got bumped up to Detective for his hard work. In the September of 1981, his sister had a case for him: her daughter was kidnapped in front of her eyes while she was bedridden from disease.

The dad had walked out on them and Sugiwara took up the role of a surrogate father when he could spare the time. He tracked her all the way to a human trafficking den in Japan, where, using his former military contacts, fought to bring her back stateside. In his efforts, he encountered a strange woman who had shadow tentacles and was nearly killed twice in their confrontations.

After returning home with his niece, he managed to get his family relocated with the help of the FBI Witness Protection Program. They offered him a job, and he nearly accepted, were it not for the other job offer waiting in the wings. Once the Foundation learned of this shadowy woman, they hunted down Det. Sugiwara and made him a better offer than anywhere else. And, more importantly, they offered him cases only fiction writers could dream of.
